Feeding the homeless in Miami could soon be against the law, unless you've been properly trained. The Miami City Commission was set to consider a proposal Thursday that would prohibit unauthorized people and groups from feeding the homeless downtown unless they've gone through special training, however, the issue was not discussed. It's not known yet when it'll be placed back on the agenda for first reading again.

City officials say it's not about punishing anyone, but about cutting down on litter and ensuring the safety of the food the homeless do eat.

In an area that locals call the homeless Rivera; two blocks over from half million dollar condos on Biscayne Boulevard, Good Samaritans often pull up in their cars to hand out food. Last month, CBS4 News cameras were there when Lynette Freitus was serving spaghetti out of the back of her SUV.

"Sometimes it hurts my heart because some of them are really hungry and need the food," said Freitus. Freitus, laid off a year ago by Citibank, somehow still manages $300 in her monthly budget to feed complete strangers. If the ordinance passes, she could be breaking the law doing it.
